The award will go to the reporter or team of reporters whose work best typifies the principles of preventive journalism -- capturing problems before they can explode into crisis, or bringing fresh solutions to persistent public problems. The winner will be announced Sept. 30. The finalists are:

* Washington Post -- Debbie Cenziper and Sarah Cohen: "Forced Out"; and
