Internet Search Engine Database cites Poynter’s Rick Edmonds in an article about The New York Times’ decision to charge for online content:

The print paper costs nearly $700 USD for a yearly subscription delivered to your door seven days a week. According to Poynter Institute columnist Rick Edmonds, the Times has encountered resistance to its premium print pricing, with circulation being reported as down for both the Sunday and daily editions of the paper.

Edmonds explains the proposed meter system by saying it’s like getting five free rides in a taxi per month, and then paying a flat fee to ride the taxi as many times as you want. The Times website would be able to track visitors and count how many articles they view each month. Once their free quota has been reached, they would receive a notice to pay if they want to view more.
